Public Sector Procurement The Government makes major public purchasing decisions through public tender processes. For major projects, the Ministry of Works, Power and Water extends invitations to selected, pre-qualified firms. Construction companies bidding on Government construction projects must therefore be registered with the Ministry of Works, Power and Water.
